I have a 1999 Ford Explorer Eddie Bauer
and when I start the car the headlights
come on for no reason. I turn the car off
and I hear a clicking noise under the dash,
what could it be?

You might have "Daytime Running Lights" which come on automatically in the dark when engine is on. In daylight they come on with engine when it's put in Drive. The parking brake may override them but only while parked. Your dash switch may give you options to override that feature. And finally, the click in the dash may just be a delay relay that turns lights off after 20 seconds. All those things are annoying.
