when should i get the lifters of kia rio changed?

my kia rio is making some noise and the belts are greasy, but the steering power fluid was changed and it has not reduced. I got all kinds of diagnostics: replace water pump and steering power pump, check the alternator, it might be the lifters...

they are loud in general, :( you can replace all and any part you wish, before throwing parts, go to the dealer, get the 100+ diagnostic, and question the service writer, or mechanic himself as they all seem to have the same problem, if they found it common, or a fix for it. you will hear it is the pump, to the cheap china metal, :(...but be sure let them diag it
