I was replacing the front brake pads on a 2002 Mazda protege, while working on it I noticed that I was able to move rotor. Is that something I should be concerned about ?

No it is not. Some rotors have a screw threw the face of them to hold them in place to put back on the brake caliper. It is not need. The wheel itself holds the rotor in place when you tighten the lug nuts.
