You never run the fuel tank down to empty, there is always around 2 to 3 gallons reserve to keep the fuel pump cool. I suspect that is the difference. 3 gallons times 33mpg is 99 miles,
The number given is only an estimate. Depending on the type of driving you do the actual mileage could be more or less. Does your RAV4 take a full tank of gas? A lot of owners say they can't fill them up all the way.
The miles till empty should vary depending on your current average mpg (driving conditions). If you are in the city getting 25 mpg, the computer will calculate that into the miles until empty. The computer also tracks past fuel efficiency and averages that into the reading. Be aware that there is an air bladder in the fuel tank, that intentionally leaves some air space. If you overfill the tank (topping it off after the pump clicks off) you can stretch out this bladder and damage the fuel pump - or as the fuel warms up and expands and as the pump pressurizes the tank, fuel can be force into the vent line and into the charcoal cannister and cause other issues.
