2001 VW Passat GLS Turbo engine code question

My instrument panel is not fully operational. My mechanic installed a new one that works when he tests on his computer but when we try to start the car the anti theft mode does not allow the engine to start. Do we have to go to VW to get engine code? How can we get around this? Thank you.

If you picked up a used instrument panel with security installed it only works in the car you got it from. For some reason vw put the security programing in the dash cluster. The dash cluster needs to be linked first to the ecu to get the sku and then the key has to be linked to it (reprogramed) to the car.
