1986 Honda civic good emissions and gas, bad on timing. why not a pass on smog?

I have a 1986 Honda civic that passed emissions but failed on timing ( 20 degrees over) it
also gets good gas mileage  about  30 mpg. if I have good emissions and mpg. why is
timing a factor in passing smog?

...yes, well you are not going to get complete combustion unless the timing is slightly before TDC~ why on earth are you adjusting this if I might ask?~
