Help me with the 4wd in my 1996 Silverado please

I put my truck in 4lo and 4hi and everything
locks in and goes into granny gear but the
back tires only spin what’s going on

The actuator is brand new and I saw a video on YouTube where the guy put a screwdriver in the hole and spun the driveshaft and the tires turned but mine aren’t what’s my next step
